Richard co-founded Isaiah Engineering in 2003 with a vision to provide high-quality, client-focused engineering solutions. As President, he oversees the firm’s program services and daily management, ensuring that every project is executed with precision, integrity, and a commitment to customer satisfaction.

Richard has established a reputation for excellence through over 30 years of progressive experience in project development, design, programming, and construction services, particularly for the federal government. Since 2005, he has managed over $20 million in design fees, collaborating with agencies such as the U.S. Army Corps of Engineers and the USDA Forest Service on military and civil works projects.

His expertise includes:

Richard’s background as a general contractor in New York and his relocation to Mobile, AL, in 2001 equipped him with valuable insights into commercial construction across varied markets. His portfolio encompasses office spaces, maintenance facilities, daycares, life centers, churches, banks, and renovation projects that add long-term value to both private and public facilities.

Beyond his technical and managerial expertise, Richard is widely respected for his ability to connect with people and lead teams through collaborative problem-solving. His background in mission work and engagement with diverse communities has helped him cultivate an inclusive and empowering work culture. He champions clear and open communication among clients, employees, and stakeholders, believing that it is essential for delivering projects on time, within budget, and to a high standard. As Vice President of Engineering, Dr. Francisco Silva-Tulla oversees all engineering aspects of the company. He completed his engineering degree at the University of Illinois, Champaign – Urbana and graduate studies at M.I.T. Francisco has 46 years of professional experience participating in engineering and environmental projects and studies in roles ranging from complete responsibility (program or project management, design, plans and specifications, budget control, construction supervision, quality control, and long-term surveillance) to specialized services (supervision of work performed by other engineering firms; guidance to groups of consultants; quality assurance; value engineering; expert witness and litigation support; dam and levee safety, risk assessments, soil and groundwater exploration, sampling, analysis and characterization; and environmental assessments and impact studies).

As the VP of Engineering and resident scholar of engineering, Dr. Francisco Silva-Tulla is crucial in ensuring that the highest engineering standards are maintained within the workforce. His combination of practical, hands-on experience and academic principles is a driving force that has impacted the workforce and inspired others to further their engineering studies, reassuring our clients and partners about the quality of work.

Francisco has performed engineering and environmental work linked to CERCLA-, RCRA-, CWA-, CAA-, and NEPA-related projects. Francisco’s experience includes work in the mining, construction, chemical, petrochemical, petroleum, power, transportation, manufacturing, and waste disposal industries and U.S. and foreign government agencies. Much of his professional experience relates to earth structures (especially embankments, dams, levees, dikes, slopes, landfills, and excavations) and the safety of constructed facilities (including probabilistic risk assessments and dam safety). Francisco also has corporate management experience at the operating group level in consulting organizations with up to US $700MM in annual revenues.

Dr. Silva-Tulla served his country as a U.S. Navy Civil Engineer Corps military officer. His experience and background are second to none, and he is an expert in many engineering applications and designs.

As the Vice President of Business Development and Ethics Officer, John is a key leader in our organization. His extensive background in engineering project management, instrumentation and controls—including nuclear instrumentation, radiological safety, reactor safety, environmental safety, and validation engineering—demonstrates his commitment to delivering high-quality results. He advocates for integrity, excellence, and efficiency, ensuring that these values are upheld in all our projects. His role involves engaging with various corporate and plant leaders, articulating the benefits of partnering with Isaiah Engineering, and promoting our core values.

Also, John has managed significant manufacturing operations and traveled internationally, providing technical guidance in system optimization using Theory of Constraints (TOC) techniques. He has enhanced time cycles, reduced waste, and implemented continuous improvement methods such as Lean, Six Sigma, and TOC, all of which have maximized resources and improved the bottom line.

John’s professional journey, spanning over 30 years, is characterized by his proactive approach to crisis management. He has significantly contributed to the pharmaceutical, flavors/fragrance, power (fossil and nuclear), petrochemical, and refinery industries, applying his expertise to various projects. His work at the U.S. Department of Energy’s Strategic Petroleum Reserves, where he redesigned and specified the security system for multiple sites of the Strategic Oil Reserves, clearly demonstrates his commitment to safety and infrastructure protection. Additionally, his involvement in Emergency Preparedness, Continuity of Operations, and Hazard Vulnerability Analysis further emphasizes his dedication to ensuring the smooth functioning of operations, even in the face of adversity.

Moreover, John has returned from nearly four years of service as a military chaplain during the COVID-19 pandemic and the recent Asylum Seeker Resource Support Mission in New York City. During this time, he provided emotional and spiritual support, crisis counseling, and other activities to the Joint Task Force, which included service members from the Army National Guard, Air National Guard, Navy Militia, Coast Guard, and Marines on state active-duty status, along with the New York State Guard. His certification as an Advanced Alcohol & Drugs Counselor (CAADC) ensured the emotional well-being of the service members during crises. John was promoted to Major during his service and received two awards: one for Meritorious Service to the Military Forces of the State of New York (Military Commendation Medal) and the other for exceptional Meritorious Service to the State (New York State Conspicuous Service Medal), awarded by Governor Kathy Hochul. He has served with the 88th Area Command (now called the 88th Company) of the New York Guard for nearly 16 years.

His diverse educational background illustrates John’s unwavering commitment to professional development. He holds two bachelor’s degrees in science: one in Organizational Management and the other in Instrumentation and Automation Engineering. In addition, he has a master’s degree in business administration and a master’s degree in public administration with a concentration in Emergency and Disaster Management, where he was recognized for his outstanding work and inducted into the Pi Alpha Alpha Honor Society. He also holds a master’s degree in divinity. These qualifications have contributed to his well-rounded expertise and demonstrate his continuous growth and adaptability in the professional arena.

He oversees all internal administration and plays a key leadership role in driving the overall operating performance of the business. From crafting short- and long-term roadmaps to directing resources and optimizing departmental workflows, Miguel ensures every facet of the organization is aligned for sustainable growth and efficiency. His hands-on approach to quality control, process improvement, and performance measurement allows him to consistently deliver operational excellence while managing the company’s budgetary and day-to-day functions with precision.

Nathaniel (Nate) Everett, P.E., is a licensed professional engineer with over 28 years of experience in project management, electrical and instrumentation design, and engineering for a wide range of facility and infrastructure projects. His expertise spans electrical power distribution, lighting systems, grounding and lightning protection, fire alarm and mass notification systems, communication and security infrastructure, emergency shutdown systems (ESD), motor control centers, solar photovoltaic (PV) systems, UPS and generator systems, power load analysis, and lighting calculations.

In the field of instrumentation, Nate has extensive experience developing instrument logic diagrams, specifications, installation details, location and interconnection diagrams, loop diagrams, control room layouts, and SCADA/DCS integration.

Nate has successfully delivered engineering solutions for a wide range of projects, including office buildings, dormitories, warehouses, banks, churches, chemical plants, industrial facilities, maintenance facilities, animal clinics, airfields, water and wastewater treatment plants, pump stations, and lift stations. He also supports construction observation to ensure quality and design compliance.

A graduate of the University of Alabama, Nate is a licensed Professional Engineer in Alabama, Georgia, Florida, Mississippi, and South Carolina.
In addition to his electrical and instrumentation work, Nate has provided valuable support to civil and structural engineering teams on projects that involve trails, trail bridges, vehicular bridges, and roadway systems.

Furthermore, Nate is known for his calm demeanor and ability to tackle complex problems with a level head. This reassuring quality is especially evident during crises or when addressing intricate engineering challenges, putting team members at ease and instilling confidence in their problem-solving capabilities. Nathaniel (Nate) Everett, BSEE, P.E.

Maurice Heidelberg, P.E., has over 23 years of mechanical engineering design experience across various fields, including facilities design, HVAC, plumbing, facility fire protection, marine fire protection, nuclear power plant engineering, and value engineering. He has worked on numerous building construction projects, such as bus maintenance garages, bus washes, chemical laboratories, temporary modular buildings, casinos, zoos, and churches. He has worked on numerous utility construction projects such as water mains, force mains, and solar power sources. He also worked on several transportation related projects such as trail bridges, vehicle bridges, stairwells (that included 3D graphical depictions) , slope failures, streets and sidewalks. The marine fire protection projects he has designed encompass gaseous and “clean agent” firefighting systems and fire detection systems for various private, governmental, and military marine vessels, including those for the US Navy, the US Coast Guard, NOAA, the US Army Corps of Engineers, the Egyptian Navy and the Indian Navy. Additionally, he has contributed to multiple facility engineering design projects for NASA and has performed design work for nuclear power plants, which includes heat transfer calculations for containment buildings and net positive suction head calculations for atomic reactor cooling pumps. Maurice has assisted in several civil and structural engineering design projects, which includes utilizing the latest FP-14 standard specifications during the design process and performing a hydrology analysis. He has also participated in a charrette and has engaged in value engineering for the U.S. Forest Service. Maurice has also performed project management and construction inspection in several facility, utility and roadway construction projects.

Maurice completed his engineering degree at Mississippi State University and is a registered professional engineer in several states, which includes Alabama, Georgia, Louisiana, Mississippi, Puerto Rico, South Carolina and Texas.

Maurice is competent with several software programs, which includes Microsoft Office, Adobe Acrobat, AutoCAD 2D, AutoCAD 3D, AutoCAD Civil 3D, Carrier HAP (Hourly Analysis Program) 6.2 , HydraCALC, and HY-8.

Additionally, Maurice served in the United States Army for two years on active duty and four years in the reserves. One of his key duties was as a Fire Support Specialist during his active duty and as a Special Weapons Operator (nuclear) during his reserve service. Maurice received the Army Achievement Medal, Overseas Service Ribbon, Good Conduct Medal, and Army Service Ribbon. Outside the military, he holds certifications in USACE/NAVFAC Construction Quality Management for Construction (QA/QC), OSHA 10-Hour Outreach Training Program – Construction, and OSHA 30-Hour Outreach Training Program – Construction. Wilfredo Rodriguez Ubinas, PE, is a licensed professional engineer with over 30 years of progressive experience in bridge analysis and design, load rating, and building analysis and design. He has performed load rating evaluations on over 350 bridges for the PRHTA NBI. He has also designed several prestressed box beam bridges and prestressed girder bridges. Additionally, he provided structural design and load calculations for all types of buildings, reviewed shop drawings, and performed structural threshold inspections for various construction projects, including reinforced concrete design, wood design, precast concrete, and steel design. He served as Project Manager and QA/QC for several projects funded by federal and local sources.

In addition to holding a PE from Puerto Rico and the Dominican Republic, he also has a PE License from the state of Georgia.

Mr. Rodriquez Ubinas graduated with a Bachelor of Science in Civil Engineering from Pontificia Universidad Católica Madre y Maestra, Dominican Republic, 1988. Professional Engineer License, Puerto Rico No. 13719 and RD #380409.

Wilfredo is known for his pleasant demeanor. Even though he is quiet, he is approachable despite his wealth of knowledge and is very humble and friendly. Once one gets to know Wilfredo, one will want to work with him and maintain contact.

Brad has over 40 years of hands-on experience in commercial construction and development. His diverse background includes office buildings, warehouses, daycares, banks, churches, trails, bridges, roadways, culverts, lift stations, and water infrastructure. He has also overseen the construction of multi-family homes, townhouses, and condominiums, as well as renovations of private buildings and the maintenance of marine and oil facilities.

As a seasoned Civil Designer, Brad has designed trails, trail bridges, roadways, vehicular bridges, culverts, embankment failure repairs, and custom stairways. His expertise is complemented by his leadership; he was awarded the Chairman’s Award in an international competition and served on the City of Saraland’s Safety Committee from 2012 to 2018, collaborating with both the police and fire departments.

Brad is recognized for his initiative, attention to detail, and calm leadership under pressure. He is skilled in tools such as Primavera, Workforce, Microsoft Office Suite, and Civil 3D AutoCAD, while maintaining a strong focus on customer service and project retention.

In the field, Brad is a no-nonsense professional who ensures that construction drawings are followed precisely as designed. He communicates clearly with all stakeholders, promptly addresses changes in the field, and works diligently to protect timelines and budgets. Brad is fair, firm, and solution-oriented—always aiming to deliver exceptional results with minimal disruption.

As Risk Management Officer, Ivette is primarily responsible for managing risks to the organization, its employees, customers, reputation, assets, and the interests of stakeholders. She advises the principals on potential risks to the company’s profitability or existence, identifying and assessing threats, and implementing plans to mitigate these risks. Ivette is a highly accomplished leader with domestic experience in strategic growth, information technology, Six Sigma quality, risk management, regulatory affairs, and operations with startups and growth organizations. Her dynamic leadership is evident in her strategic thinking, risk management, project management, and process improvement. Ivette’s problem-solving skills have been instrumental over her twenty-plus years of facilitating growth, productivity, and profitability with Fortune 100 companies. Ivette holds a Bachelor of Science in Electrical Engineering from Columbia University and a Master of Science in Computer Engineering from Syracuse University.

The Rev. Ivette Muñiz is a board-certified Clinical Chaplain with the College of Pastoral Supervision and Psychotherapy (CPSP) and is certified in Grief Recovery from The Grief Recovery Institute. Rev. Muñiz serves as our esteemed Corporate Chaplain and Advisor. Her primary responsibility is to ensure high morale among our workforce and provide guidance to leadership on work, family, and other matters.

Ivette brings a unique blend of corporate and chaplaincy experience to her role. With over 20 years of experience as a legal assistant at prestigious law firms in New York City, she understands litigation, real estate, corporate, municipal, tax, and labor law. She also served as a legal assistant to three counselors at New York University (NYU) and as the Administrative Assistant to the President of a small, accredited college in Newark, New Jersey. This diverse background equips her to understand and address various professional and personal issues.

Furthermore, Ivette possesses an admirable skill set. She holds a bachelor’s degree in political science from New Jersey City University (NJCU) and a master’s degree in divinity from New York Theological Seminary (NYTS). She is an ordained Lutheran Orthodox minister and has also served as co-president of one of the largest clinical chaplain organizations in the United States, the College of Pastoral Supervision and Psychotherapy (CPSP).

More than her professional qualifications, Ivette is known for her encouragement and compassionate nature. She serves as a chaplain to everyone regardless of their religious or non-religious beliefs. She challenges individuals to look beyond their current circumstances and to focus on the potential of the future. Her unwavering commitment to her role as a Corporate Chaplain and Advisor, evidenced by her willingness to go out of her way to help others, ensures that you can feel supported by her presence and guidance.
